From Greek Ministry of Growth: End to the applications for the Subsidised Solar Energy Stations.
Reported by www.capital.gr
"Block" in the applications for Subsidised Solar Energy puts the ministry of Growth due to the big number of applications that has been submitted up to-day. The decision concerns all the categories of Subsidised Solar Energy. It is to remind that in October 2007, it had been published by the RAE decision on the suspension of submission of applications of exception (for small Subsidised Solar Energy until 150 KV). More specifically, as it is reported in relative statement, the minister of Growth, Christos Folias, decided on 24 March the suspension of submission of applications for obtaining of authorisation of production of electric energy for Subsidised Solar Energy Stations, because the total force of submitted demands for obtaining of relative authorisation exceeds much the objectives of Program of Growth Subsidised Solar Energy Stations. In the same statement the Greek Ministry of Growth marks that "consequently, is judged necessary the revision of Program for the more effective promotion of relative investments". Finally, with newer decision, will be determined the terms and the conditions and each other detail for the revision of Program, included the relative licence issue process.

Investment -"mamouth" in Solar Panels in Peloponnese area, in south Greece.
Written by Chary Floudopoulos.
In 2009 it will be important year for the Industrial Region of Tripoli. One of the bigger investments that have become never in the country, the factory of production of solar panel company Next Solar, will have been completed and it will start the productive process. It is for enormous project, total height of 185 millions of Euros, which already has received eligibility for subsidy from the developmental law in the 21% of total investment, that is to say for 38,1 millions of Euros.
With the factory, which already has begun it is manufactured by the beginning February (phase of foundation) Greece and Arkadia, they enter in the "club of" producers of solar panels, that constitutes market with "speedy" rythms of growth, which are dominated today by four big companies of USA, China, Russia and Switzerland.
Basic shareholders of company are the American fund Plainfield Asset Management, that manages roughly 5 billions dollars for investments in the Renewable Energy and other sectors, a subsidiary company of Sciens, in which from the basic shareholders it is also the Bank Piraeus (which finances the work) and businessman G. Fakidis. The proper funds of company amount in 40 millions of Euros and already have been overwhelmed by the shareholders.
The factory is expected to begin the production in 2009 and it will occupy total space as long as three grounds of football, creating more from 140 places of work, mainly worked out scientific personnel. The technology that will use the particular factory is most modern and it is named thin film. It is for solar panel that in the substance do not use silicon, have considerably lower cost and better output than crystalic panel silicone. Simultaneously, they suit in countries with the climatic conditions of Greece, as they even maintain the high output in high temperatures.
The technology of peak that will use the unit, is the Swiss colossus Oerlicon, the line of production will be completely automated with robot's arms and without human intervention in the phase of manufacture of special equipment panel. The productive faculty of factory will be 60MWp annually.
The initial objective of Next Solar they are the markets of Spain, Germany and Italy, without is excluded depending on the growth her and domestic market.
"Magnet" for foreigner investors the Greek environment of subsidies:
The persons of company, make particular indication in the developmental law and in the Greek environment of subsidies, that led finally the foreigner shareholders to the choice of Greece as country of installation of investment. The application for subordination in developmental became in December, while the eligibility was given in January, however because the size of investment, needs the subsidy it passes from the Parliament. Interest presents the equitable approach of local society from the persons of company, kacw's already it has begun collaboration with laboratory APE of Techical university of Patras. From there the Next Solar will draw so much worked out personnel that will staff the unit, what research and development round the solar energy.
Other solar panel investments in Peloponnese:
Apart from the Next Solar, two still smaller investments of solar panel production, are drawn for the region of Patras, from subsidiary companies of group Kopelouzou. It is the Pytikom SA and the Silsio SA that have also are submitted investment drawings of subordination in developmental height 40 and 20 millions of Euros respectively.

Australia draws the biggest factory of solar energy in the world.
By news.in.gr
Australia announced that will use solar panel systems of new generation for the creation of the biggest unit of solar energy in the world. The drawing includes in a wider program 500 millions of dollars for the promotion of clean technologies of energy. The government of country declared that will contribute 75 millions Australian dollars for the manufacture of a factory, total cost 420 millions of dollars, and will allocate moreover 360 millions dollars for the reduction of emission of dioxide of coal from the thermoelectric factories. Australia, bigger exporter of coal in the world and first country in the emission of dioxide of coal, has denied to sign the Protocol of Kyoto, the international agreement on the fighting of phenomenon of greenhouse. Now however faces the possibility of extensive electrical blackouts in interval of five years if it does not increase the production of energy, while at the same time it accepts intense pressures to contributes in the effort at the climatic change. This factory will be the bigger solar installation in the world, with force of 154 Megawatt. It will begin to function in 2008 and it will be completed in 2013. "It is a new generation of solar technology" commented John Lassik, technical director of the company Solar Systems that will manufacture the factory...

Increased tax deductible for the money spent by individuals for Renewable Energy Sources asks the Greek Greenpeace.
Written April 12, 2006.
Insufficient judges the Greenpeace the new tax alleviations in the use of Renewable Energy Sources (RES) from individual, what will be included in the new tax bill.
Greenpeace reports in its statement that "in the practice the metres that were announced mean that, depending on the tax scale that depends each taxed citizen the real handing-over corresponds in 3-8% the cost of system" and asks handing-over of 100% of total expense from the taxable income, without maximum limit.
"If minister Mr Sioufas believes that Greece will reach the objective of the 20,1% of generation of electricity from RES up to 2010 and that the medium Greek citizen will have the possibility of turning to the RES charm in the tax alleviations that to him it offers, then rather he lives in another country. While the minister is so proud, we have the ungrateful role to him we say the tax deductible that offers, is in the substance a hole in water "declared Dimitris Jmbraim, person in charge of expedition of Greenpeace for the climatic changes and the energy.
Greenpeace reminds that from 1995 up to 2003, up to 75% of total cost for the purchase and installation of domestic appliances or systems of use of natural gas or RES could be deducted from the taxable income individual. In the dues 2004, the handing-over of tax came back decreased, after are deducted henceforth the 20% of expense from the taxable income.
This handing-over concerns only in solar heaters, solar panels and natural gas and no the other RES. Moreover, was placed then maximum limit 500 Euros in the total handing-over that it can have no one, independent from the height of expense.
This week, minister Mr Sioufas announced also the extension of being in effect exemption in the other RES (small wind generators, geothermal systems and biomass) and increases the maximum limit of handing-over from 500 to 700 Euros.

Energy in Greece.
Information contained in this report is the best available as of August 2005.
Course: http://www.eia.doe.gov/emeu/cabs/greece.html
NATURAL GAS: With reserves of only 35 billion cubic feet (Bcf), Greece produces negligible amounts of natural gas. Consumption, however, has increased significantly, from only 1 Bcf in 1996 to 86 Bcf in 2003, and is expected to continue to increase -- possibly tripling over the next ten years. Greece receives over two-thirds of its natural gas imports from Russia, with the remainder coming from Algeria. Greece would like to diversify its natural gas sources to countries such as Iran and Azerbaijan through new pipeline projects, including the South Caucasus Gas Pipeline and the planned Interconnector Turkey and Greece (ITG).
In June 2005, the governments of Greece and Italy signed an agreement to construct an undersea natural gas pipeline between the two countries. The 497-mile pipeline with a capacity of 253 Bcf per year could enter into service in 2010. It is to be built by Poseidon, a joint venture of Greece's state-owned energy group DEPA and the Italian energy group Edison.
OIL: According to January 1, 2005 estimates by the Oil and Gas Journal, Greece has oil reserves of just 7 million barrels. With domestic production of 6,411 barrels per day (bbl/d) in 2004, Greece relies heavily on imports -- primarily from Iran, Saudi Arabia, Russia, Libya and Egypt -- to meet its 429,000 bbl/d oil consumption.
COAL: Lignite ("brown coal") is Greece's only significant fossil fuel resource, with reserves totaling 4,299 million short tons (Mmst). The largest deposits are at Ptolemais and Amintaio, in northern Greece. As Greece has no hard coal reserves, this fuel is imported from South Africa, Russia, Venezuela, and Colombia. Domestic production has been partly opened to private companies, but the Public Power Corporation (PPC) remains the largest producer with the right to exploit 63 percent of known reserves. In 2004, the European Commission warned the Greek government that PPC's extensive mining rights could be preventing further liberalization of the Greece's electricity market.
ELECTRICITY: In 2003, Greece generated 54.6 billion kilowatthours (Bkwh) of electricity, of which approximately 74 percent was thermal, 23 percent was hydroelectric and 3 percent was solar. Although most of the thermal energy is lignite-fired, some is oil-fired. The majority of new plants will be gas-fired. Electricity demand has grown nearly 50 percent over the last decade, which, according to the Energy Regulatory Authority, RAE, will require some 6,000 megawatts (MW) of additional capacity to guarantee adequate supply through 2015. Athens and parts of southern Greece experienced blackouts in July 2004.
RENEWABLES: To meet European Union mandates, renewable electricity generation projects are on the rise in Greece. The Centre for Renewable Energy Sources (CRES), supervised by the Development Ministry, was created in 1987 to promote renewable energy. RAE has approved projects that would expand the installed capacity from renewables by 1,800 MW; however, many of these projects have been stalled as a result of local opposition due to the large amount of land the projects necessitate.
CRES estimates that 15 percent of the country's electricity needs can be produced by wind farms, with installed wind-power capacity possibly expanding from 330 MW to 2,000 MW by 2010. Wind farms are already located on the Greek islands of, Crete, Evia, Andros, and Samos.
Although the use of solar technology in Greece has tripled in the last three years, an EU report, "Photovoltaics 2010," had indicated that Greece could use solar power to meet one-third of its energy requirements. A 50-MW solar power plant, the first grid-connected solar system of a considerable size, is planned for Crete and a 100-kilowatt PV park is planned for the island of Gavdos.
Greece maintains the second-largest number of solar-collectors in Europe (after Germany). Twenty percent of households use solar water heaters. In August 2004, ECO/SUN installed the largest rooftop solar-energy unit in Athens. Located atop a German school in the Greek capital, the 33-kilowatt unit is predicted to prevent the city from emitting over 24 tons of carbon dioxide each year.

Greek Petrolium Co. (ELPE) draws a new unit of electricity generation.
By: Evi Papadosifaki
evipap@kerdos.gr
Point key in order to advance the investors in the concretisation of their drawings in the generation of electricity constitutes the as much as possible more rapid
completion of institutional frame that concerns in the release of market of energy, while the ELPE have begun the discussions with big groups on the creation of
consortium, so that they advance in the manufacture and new unit of generation of electricity. This pointed out yesterday the chairman of Greek Oils Mr T. Hristodoulou
with the occasion of presentation of generation unit of energy Thessalonica, 390 megawatts, combined circle, with use of natural gas. The chairman of
ELPE Mr T. Hristodoulou, the directing adviser Mr P. Kavoulakos as well as the directing adviser of unit Mr A. Tzouros reported that the unit in the next two years is in
appreciated that they will have profits, while regarding the objectives of ELPE for the future in the generation of electricity, it was pointed out that the unit of Thessalonica
is only the beginning and already is examined the script of creation of consortium with other companies on the creation of new unit, in the southern system of country.
The unwillingness of banks they support the financier support of creation of new units exajtj'as the institutional voids that exist still complicates the entry of investors,
while, as reported Mr Kavoulakos, all wait for the number of conventions of availability of force, so that becomes the allocation in the suppliers. It is marked that the
ELPE expect 4 with 15 millions of Euros the by year's, even if as it was pointed out two months now has not been collected no sum. Also, it was reported in the
importance of code of convention between supplier and customer - it appreciated that in April that it will become the final convention he will be ready and the institutional
frame and stressed still the problems that it still creates in the market the make that it has not been completed the frame for the end of use of system and the cost of
natural gas.

Saudi Arabia: Petrolic lack in 10 years.
The OPEC might not satisfy the energy needs of western finances within 10 to 15 years, they warned executives of petrolic industry of Saudi Arabia.
With the current prices, the cartel will be supposed to increase its production, from 30 to 50 millions barrels per day today, in the 50 millions at least in 2020, so that it corresponds in the very rapidly increasing demand of the planet, according to the estimates of International Service of Energy.
In private discussions, however, dignitaries of Saudi Arabian petrolic industry warned the Americans and their European counterparts that cartel ”will face difficults” to corresponds in the demand.
The Saudi Arabia calculates that exists a gap of 4,5 millions of barrels per day between the needs of planet and in the offer of kingdom.
In the P. Arabia they exist the bigger layers of oil in the world and the kingdom it will be supposed it shoulders the half increase of production from the total of increase of OPEC in the next 10 to 20 years, while remainder they are called to cover the Kuwait and the United Arabic Emirates.

Openings of new school unit bult & donated by the ONE EARTH Organization in northern
Ethiopia.
By Yannis Grigoriou
The Greek humanitarian assistance organization, ONE EARTH, with support from the Greek Ministry of Exterior and collaboration of Ethiopia's Water Action organisation has inaugurated their ambitious program for the northern Ethiopian region of Bulbulo, with the opening of a local school .
The intention is to make the area self sufficient for annual nutritional needs, independent of monsoon weather conditions. A water supply system is under way in order to plant one million trees over an area of 15.000 acres.
First priority anyhow was education and information. Therefore, a school with a 150 pupils capacity, was established.
The school is equipped with mobile solar electricity units (constructed by our company ArgoTrade Inc.) providing enough current for light, computer operations and telecommunications into the classes and adjacent facilities.
With such an updating program, the area breaks out of the isolation which insofar local infrastructure could not provide.
Apart from Ethiopia, ONE EARTH Organization, develops activities in Sudan, Dafour, Palestine, Ramalah and in Albanian.
More information regarding the ONE EARTH organisation can be obtained by way of the www.oneearth.gr
site and on tel : 0030-24210-23231
